Sulli được sinh ngày 29 tháng 3 năm 1994 tại thành phố Yangsan, tỉnh Nam Gyeongsang, Hàn Quốc, nhưng đã có thời thơ ấu ở Busan. Tên khai sinh của cô là Choi Jin Ri. Cô là con gái duy nhất của gia đình, cô có hai anh trai và một em trai. Mẹ cô cho cô tham gia diễn xuất trong trường học ở độ tuổi trẻ.
Sulli đầu tiên đến Seoul vào năm 2004 vào năm lớp bốn. Năm 2005, cô bắt đầu sự nghiệp diễn xuất của , cô có vai diễn đầu tiên trong bộ phim Ballad of Seo Dong SBS, và sau một thời gian cô có vai diễn khách mời trong bộ phim truyền hình khác của SBS, Love Needs a Miracle.
